Highway booze ban: Haryana’s relaxed rules to benefit top hotels, bars

Last month, the local administration measured the motorable distance from highway to any hotel or restaurant’s main entrance gate. But now, under revised instruction, the distance will be measured from the gate of the bar inside the premises and not from the main entrance gate.

The revised guidelines issued by Haryana excise department last month are likely to benefit many hotels and bars who were banned from serving liquor, following the Supreme Court orders.

The SC ban applies on establishments situated within 500 metres of motorable distance from any national or state highway. Last month, the local administration measured the motorable distance from highway to any hotel or restaurant’s main entrance gate. But now, under revised instruction, the distance will be measured from the gate of the bar inside the premises and not from the main entrance gate.

As per earlier measurement, Gymkhana Club in Sector 3 was found to be at a distance of 450 metres from the highway while Hotel Holiday Inn in the same sector was at 420 metres. The distance of Hotel North Park from highway was found at 350 metres while Ramgarh Fort at a distance of 120 metres. Sources said that under relaxed norms, there are chances that Gymkhana and Holiday Inn may meet the 500m criterion and their liquor licence will be renewed if that happens. “The North Park and Ramgarh Fort’s case is said to be doubtful even under the new rules,” sources added.

A senior official said that the measurement as per the revised guidelines will be done soon, following which the matter will be referred to the committee headed by deputy commissioners for appropriate decision.

Meanwhile, Panchkula Golf Club, a watering hole for the elite in Sector 3, has already been granted licence to serve liquor to its members. The club was found to be at a distance of 518 metres during the physical inspection carried out last month.
